December 18, 1893... The Alva townsite board
completed its final report to the U. S. Land department, and on
January 4, 1894, they begun issuing deeds for lots. it was the
first building in the business part of Alva. It was built for
the government by W. H. Wiggins, a well known carpenter of Alva.
Mr. Wiggins and his brother were from Hazelton, kansas during
the early 1900s (1904). It was completed just a few days before
the opening of the country to settlement, and was still used as
the Land office in 1904.
