"Old Time" Road Crew...

Doing it the old fashion way with horse powered wagons, wooden wheel barrel and man-power? There was nothing written on this old photo. Notice the guy on the front leftside holding the reins, attached to the backend of the horse on the rightside. How about that wooden wagon in the background with the wooden barrels. Let us not overlook the other team of horses in the background. They seem to be working on a dirt road of some sort. No road graders and dump trucks here! What year was this taken?
