Alva Fountain Mystery

I was getting a better glimpse of the fountain photo with the faint dome appearance. I noticed that it appeared to be around the Fall time of year, since the trees on the right had no leaves and the mother and daughter were wearing coats. <br><br> You don't suppose the faint dome could have been water spraying upward... or even frozen? could that be a possible answer. Did they take the top two tiers down in the winter months? Just a thought!
